Eligibility

The Norfolk Redevelopment and Housing Authority (NRHA) is accepting Low-Income Housing Tax Credit/Section 8 Project-Based Voucher waiting list applications for 4-Bedroom apartments at Grandy Village Revitalization from February 20, 2024 at 9:00 am, until March 19, 2024 at 4:00 pm ET. This is the first time the waiting list has been open since it closed in February, 2021

Please note: According to the NRHA, "Additional eligibility criteria:

  • Employed for past six months and working at least 15 hours per week (unless elderly or disabled household or the primary caretaker of a blind person or a disabled person as defined by the Social Security Act).
  • Any household member who is 16 years of age and older and not attending school full time shall be employed at minimum 20 hours per week and involved in a job training or vocational program."

There are two ways to apply while the waitlist is open:

  1. Complete the online application

  2. Print the paper application that is available on the NRHA website

Once the paper application has been completed, it must be either:

  1. Mailed to the Norfolk Redevelopment and Housing Authority, Attention: Occupancy Department, P. O. Box 968, Norfolk, VA 23501

  2. Hand delivered to the NRHA office, located at 555 E. Main Street, Norfolk, First Floor Lobby in the Occupancy dropbox. 8:00 am until 4:00 pm ET. Monday-Friday

This waiting list has the following preferences:

  • Residents of Norfolk
    • includes families employed in Norfolk, seniors, and those with disabilities (20 points)
  • Working
    • includes head of household or spouse or sole member who is age 62 or older or is a person with disabilities or where the head of the household is the primary caregiver for a household member with a disability. Minimum 15 work hours per week for non-elderly and applicants without disabilities. (10 points)
  • Veterans (5 points)

It is not known how applicants will be placed on the waiting list, weighed by order of preferences
