Chester Economic Development Authority - CHESTER funds and administers the Homebuyer Assistance Program that provides downpayment and closing cost assistance for low income, first time homebuyers at or below 80% of median income. The Moderate Income Homebuyer Assistance Program provides closing cost assistance for moderate income individuals and families at or below 115% of median income.
