Community Action Partnership San Bernardino responsibility in continuing to wage the war on poverty is to develop and implement programs that address the most serious needs of low-income residents of San Bernardino County. CAPSBC currently administers the following programs at not cost to participants:  Energy, Education and Environmental Services Program - Provides weatherization and energy conservation assistance to eligible low-income residents and processes applications for Home Energy Assistance Program (HEAP). Family Development Program - Addresses the needs of low-income families by providing emergency assistance, case management and transitional housing.
