Russell Terrace, Rental Assistance Demonstration (RAD) Waiting List

A Housing Authority of the City of Laredo (HACL) waiting list for 1, 2, 3 and 4-Bedroom Rental Assistance Demonstration (RAD) apartments at Russell Terrace is currently closed. Pre-applications were last accepted from December 16, 2019, until December 27, 2019. There is no notice of when this waiting list will reopen.

To apply during the opening period, applicants were required to download and print the paper pre-application online. The paper pre-application was also available in Spanish.

This waiting list had the following preferences:

• Unsheltered Homeless 
• Homeless Referrals
• Elderly Family, Disabled Family, and/or Domestic Violence Family
• Veteran
• Displacement
• Moving Up or Transitional Housing

Selected applicants were placed on the waiting list by random lottery, weighed by order of preferences.
