Commission On Economic Opportunity (CEO) helps to assist working families with children and fixed-income Senior citizens acquire and maintain adequate housing. CEO in conjunction with its subsidiary the Housing Development Corporation (HDC) of Northeast PA offers:

Mortgage delinquency and default resolution

Emergency housing referral assistance

Budget counseling
Along with homebuyer education, HDC also offers down payment and closing cost assistance through the Growing Homeowners Initiative in cooperation with the Luzerne County's Office of Community Development. All financial assistance is contingent upon program eligibility criteria and the availability of funding.
