The Palm Beach County Department of Housing and Community Development (HCD)provides affordable housing, a better living environment, and economicopportunities for all county residents with an emphasis on lower incomeresidents, the homeless, and populations with special needs. HCD administers programs that provide for the development/redevelopment ofdistressed areas including public facilities, infrastructure, and publicservices focusing on addressing the needs of lower income residentswhile coordinating service provisions with other social programs.
